Why are the penalties for afk greater than the penalties for toxic behaviour?

I find that the 20 minute wait to start a game sends the message home a lot better than a chat restriction. Why is toxic behaviour just getting a chat restriction, while afk, which usually happens when someone has an internet issue, gets a penalty that actually alters their plans for the day? Shouldn't toxic behaviour also cause a delay in being able to queue up, similar to afk?

That is not an apple to apple comparison.

Chat restriction is the first tier of verbal punishment. You would have to be mildly toxic in many games before you are hit with 10 CR (1st tier). 5 minutes LPQ is the first tier of afk. You would have to afk in many games before you are even hit with a real LPQ punishment, you get a few afk before you are punished.

After 10 CR, you would have to be mildly toxic in more games to get hit with 25 CR (2nd tier verbal punishment). After 5 min LPQ, you would have to afk some more games to get hit with a 10 minutes LPQ (2nd tier afk punishment).

After 25 CR, you would have to be mildly toxic in even more games to get hit with a 14-day ban (3rd tier) After 10 minutes LPQ, you would have to afk even more games to get hit with a 20 minutes LPQ (3rd tier).

Therefore, the correct apple to apple comparison is that 3rd tier toxic verbal behavior penalty is met with a 14-day ban compared to penalty for 3rd tier afk of 20 minutes LPQ. 20 minutes LPQ is a far cry slap on the wrist compare to 14-day ban. You would have to have internet issue an worrisome amount of times to reach 20 minutes LPQ.

Because u can mute a toxic person there's no fix for an afk. pretty logical if you ask me.

Rarely every do people get a chat restriction from toxicity most cases ive found it to be 2 weeks+, from experiences, and friend's experiences.
