So I had been chat restricted before and I am just like any other person I lose my cool at times, but after my 14 game chat restriction I said I was going to be good for the rest of the time I played league.. and then I log off after the whole day keeping my cool, log off then log back on and I am banned can someone help me, I would at least like to know what I said that was bannable or why I would've been banned can I please get some help.. thanks

you seem to be confused so let me clear some things up. as alrdy said, there is no 14 game chatrestrict. only 10 and 25. there is however a 14 DAY ban. and since you claim youre permabanned im pretty sure you just came of said 2 week ban.
when you try to login and it says youre permabanned does it say why? does it say something about suspecious activity/3rd party use?
did you buy rp without having enough money on your account?

You really need to present a clearer picture of what exactly happened to your account, but I would infer from your responses that your account was locked for a security concern, not a behavioral infraction. If you submit a support ticket, you should be able to demonstrate your ownership of the account and get it unlocked.
Send a ticket to Riot support. They are sleeping now but they will get to you asap! If you wait till around 3pm central their live chat feature should be accessible.
