The picture actually states that you are leaving LESS games not MORE games and complimenting you on being active in games and actually playing them instead of AFKing or leaving the game.
You can read more about that here: https://support.riotgames.com/hc/en-us/articles/201752714-LeaverBuster-FAQ and it's pretty much automated. The ingame report option for afking/leaving is for those who Leaverbuster doesn't catch like those who intentionally walk around in fountain, shoot at a minion or two then afk again at the fountain type people.
Just to be clear you can still have leave buster and continue to play your game. If you keep disconnecting, basically quitting the game and comin back in. Or just staying in the fountain clicking every so often will still count towards leave buster.
