Griefing and Trolling/AFK's in Leauge

So, just recently I played a game with a Quinn and a Yi on my team who were duoing, (they said they were in discord call and had the same tag). The Yi was AFK for 3 minutes and then gets back onto the game. The game proceeds with Quinn and Yi both griefing/inting. (Yi built 5 re-curve bows by the end of the game, and neither wanted to ff at 15 or 15+ when it was 20v3 kills). After the game ended we reported. Quinn says that shes done this to 100s of players and nothing has ever happened to her, in after-game lobby (sorry I don't have a screenshot cause I accidentally clicked out of lobby).

My point is that, is there any way that Riot can ban these types of players? Just cause they run it down mid and say "oops lol" shouldn't let them get away with this type of crap? There have been dozens of these threads and Riot still doesn't do jack about it.

Riot punishment philosophy/scenario:

A horrible person who enjoys the suffering of others in all kinds of ways gets on a crowded bus. They crap their pants just so other have to smell it. They see the looks on peoples faces as they twist in disgust of the stink.

The other passengers looking about see that one person is in fact smiling. As the glares begin to collect upon the horrible person, they begin to giggle slowly and very low...

One outraged person stands up and points their finger at the horrible person and blurts out "You smell like shit! It would be better for you to get hit by a bus than get on one and stink it up asshole."

Rito buslines bans the outraged person who was so rude to tell someone they smell like shit, and suggest they be injured via bus... the horrible person said nothing, and many Rito buslines appologist suggest that if you dont like bad smells plug your nose, the horrible person continues to ride the bus.

i wish something would be done my friend. i would much prefer someone saying racist and mean things to me in chat but actually trying to win the game over someone who says nothing bad in chat but int's and griefs. riot has this all backwards and i wish there was a response or action.
