Riot has a messed up sense of toxicity

So a year ago my friend's account was permabanned for sticking up for himself in game against toxic premades, from what I can see it wanst even toxic he was telling them that they were being toxic.

so when I have known people who say "kys" in chat every game and have had not even had a warning, yet he gets banned for this:

Am I the only one who thinks this is wrong. He got perma banned and lost hundreds of pounds worth of skins because he was getting trolled, yet people get away with telling people to die, being homophobic and racism and yes I have seen many people get away with this.
