Season one player - Is it possible to participate in the Un-ban experiment

Hello Ever since I got banned in 2011 I've been looking for chances to play the game again on my account (Yes I could always try making a new one, but there's something in losing all your friends, skins, IP/RP, that just doesn't make me want to create a new one and grind back). Since I stopped playing dota and I really would like to join my brother who plays League, I would like to know whether it would be able to be part of the ongoing(?) unban experiment (I've heard it's only for NA players, but maybe it changed since the announcement 2 months ago). I believe that having a player that matured (mentally) would be a great test subject.
