Players Going 'AFK' Without Actually Going AFK

So recently I've ran into a massive glut of players who get angry for one reason or another and decide to go afk. Except, they technically don't go afk.

Most of them are careful not to say 'I'm afk' in game, rather saying things like 'fuck this, I'm not playing this anymore' and just going to afk push a lane or sit in jungle doing nothing but quietly farming. My question is - does Riot have a way to detect this kind of stuff? I'm kind of 'okay' with typical afks and toxic players because I get to see the 'player has been punished' type thing sometimes, and I know that Riot is at least trying to fix it. But because the way how I see a lot more of these sorts of players than actually 'toxic' or 'afking' players SEEMS to suggest that they don't - although, of course, this is purely anecdotal. How can I word a report or do anything to try and catch these people? This issue has been a growing source of frustration, and I would at least like to know how, if at all, Riot is working at fixing the problem.

In a nutshell, the above posts are quite indicative of (some) players' (deprived) thoughts on the matter. They will justify their own afk (or other negative behavior), because they view themselves as proficient at predicting game outcomes (despite earlier mentioned deprived cognitive capacity).

Riot won't do a thing, since they want money from the toxic people too (hence the fact they never ban IP/MAC addresses). Yes, I realize Tantrum once claimed they don't, but (in)action speaks much louder than words.

Pretty sure you don't get punished for afk farming because new players often do that or feed which is perfectly normal. Unless in chat they are toxic/negative. and say their intentions they won't get punished. I suggest sending a support ticket with video proof or picture of their chat and post game. I've reported a few times before and they didn't get banned because it's like a gray area where there are so many factors that contribute to that type of "playstyle".

Let's say you are tilted and you afk farm, that's not punishable. On the other hand, if you are toxic in chat and afk farm, you will most likely be banned (not for the afk behavior but for the chat logs).

I run it down a lane when I'm done with a game. Or sometimes I go from lane to lane, taking all the cs and tilting everyone else in to raging. Then the game ends really fast. If THEY start the /ff it ill probably go through, but if I do it it probably will not.

According to a rioter back from the old boards:

the issue is basically that no one can force other team mates to surrender, hence the 3/2 scenario and those 2 players might vote no on a lost game just to troll but that is their right; to decide how they want to play the game. people who afk farm a lane or jungle are expressing their right of how they want to play the game; so technically even if your team loses due to someone afk farming that is their right.

It kinda really sucks, but when I am in a lost game and team refuses to ff I just afk farm jungle to help make our loss come by quicker. No need to waste 45 minuets in a game we can cut down to 30 minutes; but imho we need to rework the surrender system.

No, Riot never punishes these sorts of things. I mean, look at Hashinshin, he's been ragesplitting for 10 years and only recently got banned for triggering an inting ban. There used to be a report option for "refusing to cooperate" but they took it away. Pretty unfortunate because it happens in a lot of my games. Same thing with soft inting, it's just never punished. It's how players get accounts to Bronze 5: queueing for a lane, playing nunu, taking their jungler's jungle, and losing.
