If you'll pardon my quick mafs, if everybody was toxic in 1/5 games, that would result in one toxic player per team per match. That's an absolutely bonkers level of toxicity.
Toxicity has no place in a team game. Leniency for the occasional outburst is fine, but that's a once in a LONG while situation. Grade-school standards of treating others with respect and cooperating with one's team are completely reasonable.
