Like I suppose it could be within the realm of uninvited and unwelcome verbal conduct, but anything could be construed as verbal harassment. Where does it stop? Benign banter- calling someone bad- saying GG at the end of the game if it is not openly offensive or abusive: why do people get punished for it? I called a Jihn mid who was doing bad in mid- bad. Then he insisted on reporting me for verbal abuse/harassment after the game. Since when are facts- and honesty considered so offensive? I want people to know they are the reason the team is losing. I want people to know when they are doing bad.
Its like when you're in a band. You are not going to continue to allow the person who sounds awful and shouldn't play the trombone continue to play the trombone- you are probably going to tell him he is bad, and ask him to not play trombone anymore. I want that Jihn to know that him playing mid was bad, his performance was bad, and he probably shouldn't play that champion mid in ranked games in the future, and honestly I shouldn't be subjected to the same punishment as someone who uses racial slurs.
