Champ Select Mute Button

I shouldn't need to wait until I'm in game to be able to mute the clown that leads into champ select with racial slurs. Also, mute should carry over between Champ Select, in game and post game lobby. Having to go into post game lobby where everyone you muted in game can now speak to you again while you're submitting reports, is rather unpleasant.
