Just an inquiry

I've noticed that if I report someone who uses hate speech one time during the game, like at the end or something, a ban does not trigger. I'm not demanding anything happen. I'm just curious as to whether it allows you to say it one time without consequence or something? I mean in most cases there's a lot of negativity but in this case the person was quiet and at the end when we lost they said it and it triggered no ban. Again, this is not a social justice arrrrggghhh post, rather simply an inquiry into the system and whether it is a leniency or something. Thanks!
