Perma bans and those who were unbanned

I've seen and heard a lot of discussions about this but never really addressed it in a public forum. I know banned people usually go on a rampage about how unfair it was ect ect ect. I've also seen some reference players like Tyler1, Jensen, and Iwilldominate who managed to get unbanned. I think there needs to be more of an incentive based system with more direct feedback for players in terms of good behavior/ bad behavior. Some people got banned on a bad day, some players get banned for responding to toxic teammates, some get banned just for being toxic over a period of time. I see a lot of people getting frustrated because they aren't seeing the toxic people in their games receiving punishment. I think there should be a level of transparency when you report someone that they received some form of punishment. Not just a once in awhile response saying "hey good job" but a consistent, this player was indeed punished. It might sound childish but if someone feels like their reports of abuse are being ignored it makes it more frustrating to just deal with the level of toxicity that people spew at you. I heard dom say at one point, and it might've been in jest, As a jungler you can either be toxic or you can be depressed." and I can definitely see the validity in that statement. I fell victim to that and would always respond to toxicity with toxicity until my account was banned, though I'm trailing off topic. If players who previously received perma bans were able to get themselves unbanned, why can't the average player do the same? why is there not a method to track the behavior of previously banned players and give them an avenue to prove they are reformed. I think just permanently banning an account and forcing them to create another one will leave most just bitter and increases the level of toxicity and trolling that goes on in the game but if there's more of an incentive for reform I feel like more people are likely to try to reform. Though my behavior has improved dramatically I'm still forced to just /all mute just to avoid the ridiculous amount of toxicity in game that makes it unenjoyable. Overall, I think the report and reward system has improved the league community but a new level of transparency and recoup for reformed players would also greatly improve the game.
