Why do people in normals get away with being afk

It's just the worst when you are trying and playing the game, either having fun or fighting to catch up when one of your allies leaves the game, and the worst part is that every time we report the player get's a slap in the wrist with a little .que pentalty, nothing serious. meanwhile a text in chat can permaban your account, pick something people, dont just permaban one side.
