Low queues even though riot wouldnt let me connect??
I feel like this is whack because i literally have an internet connection and still have low qs because riot wouldnt let me connect... like what???

THIS. I have dcd and not realized it twice thinking someone was just loading slowly. then my client finally comes back to life and ive got a low priority que for five games.
You might want to do a hextech repair and update your graphics card drivers.
Also, you might want to check you don't have LoL hacks on your computer or running.
