People are getting chat banned for this?

Sitting next to my brother as we're playing a game of SR, he's fairly new to the game and has already come across chat restrictions. I told him to refrain from flaming, using slurs, swearing etc.. He comes back a while later to log in and shows me this.. So he cleared his 10 game chat ban... to have a 25 reinstated for this ONE game. I'm not sure how soft community standards are... but I find this quite amusing and sad at the same time that the following text would warrant a punishment of any sort. I told him to just perma mute from now on, but that hinders teamwork later on when he's going to play ranked ( if he lasts that long ) lol. Anyone that's able to pick out what is so inflammatory to warrant a chat restriction would be great. (He was getting flamed the entire game at like level 14 for being new to the game and reported appropriately those that were racist/toxic)
