Punishing Toxic Player Ingame Idea

As everyone knows there are toxic players in league but there isn't much we can do to mute them ingame.

Muting them ingame doesn't really punish them ingame they can keep spamming ping and still say bad things to everyone.

You can report them in the end of the game but if other players forgot to report the toxic player or something he wont get suspended or banned.

So i thought of something that will punish the toxic player quick and ingame.

There should be a new vote system where players can decide to mute the player ingame.

So how it works is this... Player type ''/kick mute (champ name or player name) and a voting screen will open if it gets 3 yes votes then the player will get either a chat restriction or he completely wont be able to type anything or spam pings.

If the player that was chat banned that game he will get 3 chat restrictions afterwards.

Please share your thoughts on this idea i hope a Riot Staff see this.
