Punishment and Hextech Rewards

I'm still trying to figure out whether continuing to punish a player for toxicity after he has completed his/her Chat restrictions where hextech rewards are concerned are a good or bad idea. To be honest, Now that I know I'll be able to get back my rewards sometime in the future after my 10 chat restricting games I'm a tad relieved. However it is a bit hard, in the way that I'm playing, trying my best and doing damn well and even after I've fulfilled my punishment I still have to see this message that I'm NOT ABLE TO RECEIVE rewards. It's quite Demotivating as well. Thoughts on this move by Riot anyone?

Riots goal with this punishment is to encourage reform, and reward it. They want it to be difficult to obtain hextech chests after being restricted so that you truly have to reform your behavior to earn the right.

The message might be demotivating, but it's clear that people have reformed, and quite a lot (at least by Riot's standards). So just keep up good effort and you'll achieve it too. :P
