I want my LP back

When will Riot Games allow people to get LP back from games where there was a troll or inting person? Like, if we can prove in the report that someone definitively lost the game by inting, trolling, or otherwise not trying and just throwing away the game, I shouldn't have to keep falling down the ranked ladder because of that. I just played a game where the top laner decided an off meta jungler wasn't worth trying with and proceeded to complain the whole first 15 minutes and go 0/4. I talked to the top laner, got him/her to join with the team and try, but we picked a bad team fight and then the 3 left alive didn't baron because of low health bars, and him/her decided they wanted to lose. So they inted, told the other team in all chat "End now please" and afk'ed in fountain. They then came back and ran to baron pit and inted, solidifying the lead our enemies had, and that was the final dagger. So why do I have to lose LP for this game? I did phenomenal. The rest of the team did great. But without a cooperating and actually trying top laner, the game was a loss from the start. The system would only give LP back if it is proven in the game that one person did int or troll or cost their team the game. And that person should have a serious penalty, not a chat ban or something small. Inting and trolling needs to be met with a more harsh punishment.
