A garen 0/2 decided to build FULL Dark Seal and feed, am I really supposed to lose LP for this ? I didnt even died during this game !

While I'm sorry that you had to deal with this player, a system as you suggest that "refunds" LP would cause players in all ELO to slowly climb, which would eventually break the system as a whole.
Think of it this way - assuming you're never "that player", then that player is on the enemy team 20% more often than on your team, thus you already gain LP slowly from this sort of player.
