Low Priority Queue

So i want to understand this. I left a game sometime in 2016, got my low priority queue up to 20 minutes. for a whole YEAR i don't leave any games or get any reports and sometime this week i get an error message right before entering a match and league tells me it's working on a fix for it. it gets fixed and i'm put in 20 minute 5 game low priority queue again?

I don't think i can wait 20 minutes to play a single 30 minute match and close the game again so can someone tell me if lower priority queue timers go down after a while of non-offences or not in case something like this happens again or do i have to just give up once and for all.
