Is there any way you guys know of for a true beginner to get the hang of playing against real people that are also ACTUALLY new to the game? A friend of mine recently started playing but is having a hard time finding the game enjoyable because low level play is flooded with smurf accounts and/or people that flame for mistakes.

A good place to start.
Easy. Don't be in a rush to play with other human players. Playing Bots with the same champ over and over until you can win a game against Bots without dying once. You also must be able to get at least 100 cs before 10 mins to play with other humans.
