Riot doesn't actually want to fix the toxic environment because if they keep banning accounts people are forced to not only make new ones (Keeping their "new" players base high). But also pay money to get back anything you may have earned. At least that explains why things just keep getting worse.

This is a common conspiracy theory, but a conspiracy theory nonetheless. Banned players are not a good source of income compared to keeping players playing, happy, and providing content they want to purchase. Happy players want to buy more, and are easier to convince to make an impulse purchase. Banned players often resolve to never spend money again, or are significantly more careful about it.

Idk man... buy everything twice? I wonder how many people actually do this. There's other Mobas after all. I don't know if they would create a system that makes players bitter and rely on their addiction to LoL, when they could go play one of the many other Mobas. But, it is a win-win after all, for them. If they don't come back, hey one less toxic player to contribute to their image of having the most toxic community, and if they do come back and spend money, hey more profit.

Here's the first rule of online gaming: The developer lives and dies on the size of the player base. A large player base means better matches, more variety, more interaction, and more people talking about the game OUTSIDE of the game itself. There are plenty of games that have been "League Killers" by ostensibly being better games, but they couldn't get a large enough player count to sustain any challenge against Riot (or Dota, or HotS, or Smite). The market is saturated for MOBAs.

When building conspiracy theories, make sure they stay inside the first rule. Does my conspiracy account for whether the company is trying to increase player base?

Its quite obvious isn't it. Surprised at all the sheeps that think that they are doing this for community. It just makes me laugh at how naive people are.
