So it's punishable for dc'ing for 2 minutes, but it isn't when a player decides to basically be standing in base and moving around every 5 minutes for 30 minutes straight?

It is. The system just doesn't automatically catch them doing so.

Where did you hear that wasn't punishable? Moving around in base with no intention of leaving is punishable.

I think Riot needs to do a better job of cracking down on AFKers, but that's besides the point.

It's fun to late connect to a game to cripple your teams morale. It happens to me often enough anyway I assume they enjoy it.
