Worth creating new account?
I got a 14 day ban completely understand why I did. I was a low rank around 20. Is it worth waiting or making new account?

It depends on if you plan to break the rules or not.
If you don't, then stick with this account. It'll be fine eventually, as long as you familiarize yourself with the rules, so you don't accidentally trip the detection system by, for example, asking for reports or accusing someone of breaking the rules.
If you do plan on breaking the rules, then it doesn't really matter, as punishment will eventually follow. So you'd just have to decide that you either want to waste your time by playing or not.
you should make a new account and try to be better this time.
don't throw away the old one. just... come back to it when you're sure you've reformed. a chat restriction before 30 translates into a "no"
Well, in 2 weeks you can easiy farm back yourself to lvl20 and that will be a clean account. (Your other account will get banned for saying 1 bad word from now on...)
So yeah, i think you should go and stomp the real new players and make their learning games a miserable experience (just how Rito wants you to do it).
The only people who get perturbed by these are those gold or higher working towards the Victorious skin and end-of-Season rewards. I think that you're fine, not even level 30. And I believe that it all resets after season ends so everyone starts from the same level again. Which means, its only a few weeks or so until Season end before you will be back to the same level of Honor as everyone for the new one.
