So I got unsuspended at the beginning of June because I was lagging with about 1k ping and was reported for inting, so how long exactly will it take me to be able to get chests again? I'm really sad because I have gotten a lot of S's but I can't get any chests

Depends on how frequently you play. For some reason people think it is purely a time thing. If you play one game a day it will take longer to reform than if you play 5 games a day

Unfortunately I'm not sure. To my knowledge, there is no set duration for when your loot system is going to be enabled. I don't think Riot has given an explicit timeline and I think they did say that it was based on your infraction and behavior so it may be a sliding scale based on how you interact with people in your games or it may be based on time, like instead of having X games played with good behavior it could be X months played with good behavior. It could also be a mixture of both. I'm really not sure.
However, as there's no firm explanation given by Riot on their support pages nor any post I can recall and cite to, my answer still remains "I'm not sure."
