Low priority punishment after 1 AFK (due to technical difficulties)

I was just wondering how the Low priority and AFK punishment works. I've only recently started picking up League again, after half a year. I've only played 5 games. I had to wait 5 minutes because I didn't know we had to lock in for draft now (usually I pick a champ and leave it, just in case we make changes to our comp). The next day I went AFK for the beginning part of a game since my computer froze, after we finished that game, now I have to wait 20 mins for each game I want to play, for the next 5 games. I'm on my third, and its so easy to miss the queue after 20 mins and have to wait another 20 (without completing the quota). I just can't understand how I get placed into this pool when I've only missed part of one game.
