Can you play carry support like a second carry?

Just hag Gangplank support. He took the CS he could, didn't try to defend me nor help me in fights, at some point (like lvl 5?) he left me completely alone in lane to be second Toplaner. Also flamed me for losing the lane.

If I'm not wrong, the guy can only be punished for flaming me right? You can go Yasuo support, farm, build only damage like 2nd carry and you are fine, and the only ones who can get punished are people angry at you, or is it punishable too?

"Support" does not necessarily mean shields, heals, or slows. It further does not necessarily mean supporting botlane.

The support is there to support the team in whatever way they can - usually that equates to some form of damage reduction, tankiness, or crowd control, but not always. It can also just be simple map pressure.

Were they trolling? Can you prove it?

This is autofill trolling. It is griefing and is reportable. A lot of people will get autofilled and then just ignore the role entirely and play what they please causing issues for their team. Sometimes it works, most of the time it just creates a toxic game.

No, flaming is chat abusive. Trolling or taking last hit on minions is more griefing than anything and even then that's a stretch. Depending on the rank some low-level players cannot last hit and depends on the circumstances taking what is going to be lost can not only aid your team but be good for your lane. He shouldn't be punished if he was trying and didn't give up. Is it in poor taste to do this, yes! But, in all seriousness, there are no written rules on the rift about what a support can and cannot do, just a general meta that has been developed and commonly played over the years. If I recall, Riot said the idea of all champions is to be meta less and to be feasible at any position.

Carry supports like lux and brand are completely fine and I've seen good bankplank supports botlane.

Your dirtplank can be reported for flaming and greifing.

Off-meta picks is not punishment.

Off-meta strategies such as CSing support is also not punishable.

you can do it you shouldnt be punished but it wouldnt be the first time riot has punished people for it under the guise of making people he is playing with uncomfortable. I myself an not comfortable with my allies not following up and a large majority of games that i play have people who dont follow up on engages at all they expect you to go in win the fight and only join when the fight is won and they can come clean up kills.
