Matchmaking system possible changes

I really hate Riot's matchmaking system right now. Honestly, I don't hate the game, I hate the players. There's always that one person who wants to initiate a fight with everyone and flames everyone. I've reported someone in every ranked game I have played this season because of the massive number of horrible people ruining my games. I had a couple of ideas for matchmaking changes:

• Putting recently offensive players together: If you've received a 14-day ban in the current season, you play with others of similar nature. If you've never received a report from someone, you play with others who've never been reported.

• Pre-Game Reporting: The ability to report someone during champ select. I've had many people int and pick whatever champs they want to play even though they didn't get the role they wanted. I hate that someone who wasn't inting has to receive an extended wait time for their games because they refused to play with someone toxic from the beginning.

• Rewarding players for proper reporting: I find a lot of players are being reported just because someone toxic got upset with them. I've received reports from people purely because I wouldn't do as they say, most often because they were getting us killed, running into the enemy team or calling baron even though all 5 people were up and they had vision on baron. Those who constantly report toxic players who are properly reprimanded for being toxic should be taken more seriously when they report, as they will be known to be properly banning people for actually toxic behavior.

• People with multiple reported categories are looked at faster: There's probably a system with this already implemented, but I've had people so horribly toxic that they count for 4-6 of the possible report categories so I need to decide which is the worst. Either allowing players to select more categories to report with or taking the players with more reported categories more seriously will definitely weed out those who are having a bad game and those who really want to hurt people.
