IDK if they lose too many games recently, but my first rank game on today I got mid graves and annie adc that makes me have to dodge the game in last sec. And I don't see there is any way to counter or report it. Riot?

You can't report it because Riot has stated over and over they don't want people to get in trouble for picking "against the meta". Also similarly, it's not punishable if someone bans a champ that a teammate wants to play.
I've had a teammte ban my champ and then "apologize" during the game and admit that he was trying to troll in order to get someone else to dodge.
