It's easier to have evidence of a flamer than having evidence of a troll.

Obviously because it's a lot harder to write code to check for inting/afking/trolling than it is to check for verbal abuse.

Riot is getting better at developing that kind of code, though. They're making progress.

Most of the punishments are handled by the Instant Feedback System (IFS) except for AFK punishments (which are handled by the Leavebuster System). Unfortunately, it's much harder for the system to detect intentional feeding because it is tuned to prevent itself from handing out liberal punishments to players who might have just been having a bad game. However, players who are intentionally feeding and/or trolling are punished much more severely. Usually, the first punishment for verbal abuse is a chat ban but the punishment for intentional feeding (even if it was your first offense) is a 14-day ban.

If you had someone in your game who you believed was intentionally feeding, I'd recommend you download the replay, convert it to a format that you can upload to YouTube and then send the link in a report ticket on Riot's Support webpage. It sucks because it can take some work, but it's the best way to make sure that an intentional feeder/troll gets punished.

I think you're getting downvoted for asking a question with an obvious answer, not for saying they should punish trolls and shit harder Or more efficiently (which is a very common thought). So basically you're just stating the obvious and putting it in the form of a question. Incase you somehow don't actually know the answer, it's because chat is so easy to detect and punish for.

Honestly I agree with you man, I am more likely to get someone who trolls and/or ints in a game than flames. Even when I get someone who flames I just mute them. I hate when people say "it is just a game chill out." Because I am playing ranked for the sole reason of wanting competition otherwise I could be in normals. I have a limited about of free time and idk why I waste it playing league if all I am going to get is trolls.

Chat and afk behaviors are handled automatically, where as general intentional feeding, trolling, etc has to be manually reviewed after reports.

i was playing a game when my only prayers is not to play against tryndamere and by God's will I was against hi. i got banned for flaming on a goddamn op at character who has no skill and not getting a NERF and got banned for flaming wtf of course someone would rage on a tryndamere who could kill u on 3 basic attacks with his op ult
