Basically Riot breaks us down into 3 categories. You have toxic, neutral, and positive. Basically if 2% of the population is toxic. There are 10 people in a game including yourself. You have a 20% chance of playing a game with this 2%.
If you read the post you go on to see that they admit that 90% of your toxic games do not come from this 2%. It comes from the neutral or positive players who are "just having a bad day". According to this post. These people. The other 98% who are lashing out in a game, but who do not have a very noticeable track record and pattern for toxicity, who are responsible for most of the toxic games we experience.
Riot lets the 98% go. Lin uses the words " They had a bad day and carry that with them into League".

I keep all chat disabled for a reason. It has no purpose but to provide a way to be toxic to the other team. The very fact that Riot has kept All chat in the game is proof that either Lin has 0 control and his job is a joke, that Riot really doesn't care, or much more likely they are not smart enough to find a solution.
Removing All chat immediately cuts your chances of having a toxic player on your team by half.
