I think you're assuming its the play calls that get you banned or reported; its not lol
First off you could receive a report every single game you play, but if you're not actually flaming, selling your items for troll shit and running it down mid, NOTHING will happen to your account
What people usually get reported for is the bs that accompanies "Can I get help mid?". Not saying this was you but what happens next is a mixture of "ff", "but you didn't come when I asked", "yeah but X player won't group" "useless" "how can you say that when you never gank lol bad jg" etc
Not anything really offensive right? Well serious insults only have the difference of they get you punished faster
That's it. If you're being passive-aggressive, griefing, begging for surrenders, or just talking about how bad the plays are you're overall being negative and not using the chat for its true purpose. The misuses are clearly outlined in the TOS and Summoner Code.
This is by no means a personal attack on you. I only go around making similar posts to enlighten the community as to what the true intent of chat is and why "Mediocre" insults are getting hammered.
Its pretty simpled. You're not going to win every game, and even in the ones you win, you're probably not going to win early every game. In fact, some games you're going to get stomped and it will def be an uphill battle. This is frustrating.]
Logically speaking however, comebacks are far far more effective if the team isn't wasting time typing about bad plays, typing about how fed the enemy is, calling out certain players directly or indirectly for their mistakes, or tilting and not giving it your 100% when you're behind.
Riot's chat policy was the easiest to strengthen enforcement in, but I don't think the PR released with the punishment system adequately explained that they aren't targeting the most extreme of chat misuses; they're targeting all players who don't use chat for gameplay and keeping up morale. Also, they didn't make clear that your allies being the worst of the worst ethically doesn't excuse you to any level of raging or responding with your own negativity. You will be punished just like the person running it down mid telling you all "%%%"
The end goal is a fun game thats competitive, but people respect each other
