Banned Account Forgiveness

There are many different questions that could stem from the answer/explanation to this but my questions is, "If you are perma-banned is there any way to restore your account to good standing?"

 Perhaps this question has already been answered by the fact that Tyler1 has been officially unbanned, but I was wondering if there is a sort-of forgiveness policy that Riot has recently adopted/always had/ really only had on this one occasion for whatever the circumstances were. In my personal opinion there are obviously some egregious actions and behaviors that merit perma-bans that are pretty self-explanatory and should be common sense. However, having said that I do believe that people are always changing and that someone who was perma-banned should be forgiven and unbanned granted that they don't take on the same toxic behavior.

 P.S. I'm not perma-banned nor do I regularly take on a toxic behavior or encourage it/approve of it. This question is purely out of curiousity.

Edit- The question is not about tyler1 specifically but rather uses him as an example. Has riot ever unbanned or think they will ever unban a perma-banned account or will they remain just that, permanent?

This is answered many, many times.

Tyler1's ban-on-sight was lifted. Meaning Riot wont ban any more of his accounts on sight the instant they determine it's him on it.

Not a single one of his perma-banned accounts was unbanned.

i do not believe there have been any cases other than the experiment they did with perm-banned players where anyone that was rightfully banned ever got an account unbanned. that experiment from what i heard was a failure in terms of only 5% of participants were able to reform and a success in terms of proving that those that get perm-banned tend not to be able to change and should not typically have accounts given back.

If his main account hasn't been unbanned have there ever been cases where they have been? Or once perma-banned is there no going back? I understand the word permanent and what it means but that does not mean that there has never been or never will be a circumstance where someone merits an unban.
