Stop Permabanning Accounts

I have played league of legends for quite a while, and I was permabanned months ago, and I do admit I was very toxic, I did many wrong things that are persecuted by the League of Legends Community Rules and such, I have read about that experiment about unbanning permabanned accounts, I am not sure if Riot got any successful results, I have read some threads that speak about permabanning people from chat, and that it was very unsuccessful because players always found ways to be toxic like inting, that is very understandable, but now I want to ask a question that is discussed a lot, "Does permabanning people really work?" many people say it works and some say it doesn't, according to Riot Games that is the "LAST and BEST" solution to their toxicity problem. The goal of permabanning people is that they stop playing the game, that they are magically shut out of League of Legends for eternity, someone would magically stop opening League of Legends and probably find "something" else to do on their computer/laptop, players don't stop playing after they are permabanned, they make "NEW ACCOUNTS" and they smurf on low level games which completely ruins the game for people who are actually trying to play League of Legends, I remember when I made my first new account and I played blind games I would literally meet diamond players, these people would literally use and clear the wards to do baron, we are talking about a 1-10 level game! It was a horrible experience even for me who made a new account and whenever I met people most of them would tell me that they got permabanned, Riot Games probably thinks that new people join their "Great" game just because new accounts are created almost daily, those are not new players, those are toxic players who make new accounts in desperation, all that money spent in an account all lost, and I have read the Community Guidelines, and even the Terms of Service that specify that if you violate the Community Guidelines you no longer have to be given service by Riot Games, which is basically a "Permaban" now I said that I was permabanned months ago, I didn't stop playing the game ? I just made a new account that same day! and then I made another, and I probably will make more, why ? because I like this game very much! It's so fun playing with your friends and being on discord and have a good time, I think that I have changed quite and let go my frustration and toxicity, but I don't think i am 100% reformed, I'm not asking to have my account unbanned or anything, I am just trying to help this company fix their serious smurfing and toxicity problem, don't let your game die because some toxicity problem, there should be way better solutions other than permabanning people are toxic, at least in the chat, why would you include a MUTE feature and also one that reports people for being "toxic". Please Consider changing your community guidelines.
