Being toxic without any penalty

Basically i was in a match where i was playing with some friends, however there was one random player there. this is probably one of the most toxic players ive ever met. she told me that she was going to kill me and that my mother has to search for my body, then she told me to hang myself and kept on being toxic and abusive. by the end of the match me and my friends reported her, its been 3 days now and nothing has happened. like i dont know how the report system works. ive once got reported by a toxic player and i got dishonored and the reason was because i qouted the toxic thing he said to me and proceeded to call him the r word, i do realize my mistakes but i dont get it how someone can tell another that they are going to kill them and not even get any repercussions.
