Why not also ban toxic players from playing with their friends?

Clearly a player that shows constant toxicity shouldn't be allowed to match with their friends but earn that privilege. Plus, it's easy for a toxic player to get away when matched with their friends since they are unlikely to report the player than when the player is by himself/herself.

One report has the same power as nine in the context of a single game, so your second premise is wrong.

I'm also not sure if this is the right approach. Playing with friends can reduce the stress of the game itself, lowering the urge to rage for some people. And even though premades consisting of multiple toxic players can be problematic, I just don't really think there's a proper link between crime and punishment there. Chat restrictions are obvious, bans are essentially "If you can't behave, take some time off", permabans are just that, getting people to stop playing.

But this? Seems kind of arbitrary to me. And arbitrary punishment are the worst, when you're hoping to reform people.

You may see benefit from this, but in reality I think it would just make people quit the game. Decisions like that make the playerbase smaller.

well, there's a reason riot tries to encourage people to play in a pre-made group. When i play in groups, i'm way less likely to be toxic because im focusing on my friends in voice comms, not reading chat, or all my teammates are my duo's. If I'm playing solo, i get way more aggravated and tend to focus on chat more. Since I've started playing with duo's I don't even get warnings anymore that I've been reported because i usually just don't say anything. I still tilt on the occasional game and get annoyed with randoms, but its so little it counts as my "off days".
