Saw this guy being very toxic to new people on another team, reported and boom still playing, like the flaming was not ambiguous it was just telling the new guy to quit the game nonstop.

How does the review system work now?

All automatic with very very rare human spotchecks. Actual human judgment is as removed as possible from the system.

His first punishment isn't going to be a 14-day suspension or a permanent ban for just this. Unless he has a history of valid reports for this, he's not going to get a chat restriction for one game either. System works on consistency x severity. You reported him, if he keeps it up, he'll be punished eventually. Move on.

the review system doesn't work. it is extremely out of context, broken, the most toxic behaviour in game doesn't come from chat, and those players are largely unmonitored because it would involve riot having to invest in resources i.e new staff to actually do that and they are just trying to make money.

Unless the person used ZT, he is allowed a certain amount of leniency until he hit amount account toxicity history to trigger a punishment. Even then, he would first be 10 games chat restricted (which doesn't block you from playing), then some more leniency until he hit 25 games chat restricted (also doesn't block you from playing), then a little more flame and he will hit 14-day ban (will block you from playing for 14 days), then all it takes is a little bit of flame and comes the perma. All this assume ZT or extreme toxicity (death threats and such) were not used.

Whether a human or some robot reviewed the report will not change the punishment ladder. You encounter one game instant of him flaming and being toxic. You don't have anyway to tell if that person is being toxic in the majority of games he played. Do you want to play a game where a single bad game (ZT and death threats notwithstanding) where you let your emotions get the best of you get you banned?
