Why are level 5-25 people so toxic?

So, i was playing a game on my smurf account and I encountered a player who wasn't speaking, just ran it down lane, executed a couple of times, u know the usual on the smurf account. After executing in the jg of the opposite side I just wrote once in the chat, report Leona (Yes, I know saying report is technically an offense). It was a smurf account so i wasnt trying my hardest to win the blind pick games. After the game the trundle (doing worse than me) started blaming me for the loss while defending the 1/13/1 Leona ( who BTW wasn't speaking and had already left) .
