I agree wholeheartedly with you. If I don't want to see what someone say during game chat, I definitely do not want to see what he has to say post-game.
Back in the days when Riot designed the mute button, it was mainly used people to focus on their game.
Their stance at that time is "The game is over, you don't need to focus anymore", so they didn't program the mute to cross over to post game screen.
While you can see that Riot's stance is slowly shifting (pre/post game chat are now included in the chatlogs), there still is a small technical barrier in the way to have mute in LOL.exe transferred over to the client.exe.
It's not that big of a deal now that the client no longer uses Adobe Air as a platform, but it will still require some development time for something with very low returns in benefit. So the urgency to tackle this problem space isn't that high.
