Will there ever be a punishment for passive players in Solo Q ?

PASSIVE ENEMIES:

How come often passive players have better ways of punishing an aggressive player, rather than aggressive players have no way of punishing a passive player that is hugging tower all game long ?

If you are facing a laner that is passively hugging their tower with constant jungle pressure how are you bound to punish that player's passiveness if they are ranged and can freely farm near turret ? ( And no I am not talking about lane freezing from their side, just pure passiveness, even if I freeze my lane they would still come up if ranged and if I engage on them their jungler will constantly have their back, turning the situation in 2v1 )

PASSIVE TEAMMATES:

When I am proactive and aggressive I often find my self outnumbered due to the passiveness of my teammates and die, therefore they are saying I am feeding, but they are the ones being passive and not following a good call to take the fight. ( But obviously, If I know we lose a 5v5 I wont engage ) Then the enemy team gets even more advantage off of that and my team becomes even more passive and scared to engage.

Does anyone know a way of dealing with passive players in Solo Q or am I getting something wrong and the game should be played passively ?

No, because "passive players" are not the problem.

The problem is not one single player on the team - it is the team not coordinating and compromising with each other. If your teammates all want to play a more passive style game, you need to play along with them - or calmly voice your opinion. Not just play the way you want to...

I'm guessing I have to intentional feed the darius then? Sure. Playing passive means exp soak I mean how does zoning me from my minions gold help me in any shape or form or at least have any fair play/fun. should it be punishable for zoning someone from playing? I would rather ward hard turtle till the freeze ends or break it using wave clear AOE those are my options.

You want players punished for playing passively? Really? Not just passive team mates, but passive opponents as well?

This is where you draw the line?

Sometimes passive play is the right answer. Any time you're in a losing lane, you should be waiting for the opponent to slip up and give you an opportunity.

Now, I also know what you mean. Sometimes, I get a player on my team that is so passive that I would categorize it as being bad. Well, there's no punishment for being bad, nor should there be. If you want better players in your games, climb.

What I got from this and your op.gg- "Why can't my champion who is designed to win trades against pretty much anyone also be able to prevent the enemy from playing safe to avoid these trades?"

If you're finding yourself outnumbered, you better damn well start paying more attention to where your teammates are on the map. If they're not up on the map, you can't be up on the map either. That's all there is to it. Playing passively and aggressively aren't even really relevant, to quote Dopa- "There's is no such thing as 'Aggressive player and Defensive player' They are just 'Better player and worse player'." Learning when to be aggressive and when not to makes a huge difference, and it's not only dependent on what your enemies are doing, but also your teammates.

You either try to manipulate the wave to push towards you, forcing them to come out if they want any CS... or you shove as fast as possible and go roam between waves.

  • Freeze the lane so they lose gold and exp
  • Crash a giant wave into the turret and get plates
  • Poke them as they try to CS under tower
  • Make them miss CS under tower
  • Bait them to let take minion aggro against a giant wave and have them take massive dmg
  • Crash a wave and turret dive them
  • Crash the wave and let it slow push back out, forcing them to either lose exp/gold or get ganked
  • crash the wave and roam

If you mean Riot punishing, no probably not.

As for a player punishing, you could roam after shoving to a tower.

Everyone has their own style.

Why would you punish people for playing passively?

That's a good question, actually. One major hurdle of any team activity is getting everyone on the same page. Unlike organized sports or something where you have a coach, everyone in League has the right to play as they see fit as long as their intent is to win and they're not purposely disrupting the game.

Personally, I would say I'm more of a passive player...or rather, I'm a "wait for the enemy to fuck up, rather than be the one to fuck up" player. I absolutely loooove punishing gameplay mistakes.

To answer your question, no, playing passively isn't against the rules and won't be punished in that manner. The punishment for a team not choosing the correct strategy is losing the game. There's unfortunately no way to determine whether your way of playing or their way of playing is "better."
