Ive lost faith in riot banning toxic players

I was just in a game where a player claimed they were going to throw the game intentionally. They said they were a plat 4 and did this every season to play with their brother in the preseason and nothing has happened to them. Sounds like garbage but i checked their lolking and it was straight from plat 4 down to silver. They try a little and think that makes it ok. They openly talked about how riot doesnt care about players inting and throwing games and with their history i think i believe them. There is no way they should still have an account.
