I feel like Riot needs to hire some new or more people to read the reports that are given out. Im not saying read each one, but if the majority of the people in the game report one person, I say about 3+ report him. That riot should read what the people had to say and read what the person said in game and determine if he needs to be punished. I hate seeing people be toxic in game and I know that Riot won't do anything. My Solution- Make us read the reports. Have people from your community sign up, and go through a procedure and then get payed little to just read reports, and if they seem that the person who has been reported punishable, then send it to riot to be read through again. just my opinion of course.

I would love to work for riot just reading countless reports and deciding if it deserves a ban or not.

That's what the old tribunal was like, but then there were months of backlog so people were getting punished months after the game that they were toxic in. You're going to have to somehow incentiveise thousands of players who's accounts are in good standing to do this. The cheapest solution would be through something in game (IP or RP) but that wasn't enough for people to participate back then, why would they now?
