Hidden "toxicity level" of an account, why is decay not explained?

Having been banned for awhile and thinking about rejoining the LoL community, I'm still curious as to why Riot has not addressed what goes into the system that hands out the permban. Below is a link to a discussion where the new system for punishment is explained, one of the top comments is asking how the decay system works (asked by Saixos), the question was never answered and even when trying to ask Templar Iytsuna I got shafted and told it was "hidden."

Now I understand that toxicity levels of an account probably shouldn't be public information but shouldn't a system exist where a player can at least see their own toxicity level? This would make it where players could actually see the decay system working versus it being an unknown factor. The only reason I've thought about this issue is I took a break from League for a quite a few (~6) months and after only a few weeks of playing I'm banned, which I don't have an issue with as the games used for my ban were games I tried to fight fire with fire. I just find it questionable that the new system introduced is very vague as to how it actually works with decay. My issue is if the decay system worked I made the assumption from the discussion that it would roll back to the previous punishment, however, I still received the permaban after taking time off and when I came back before the ban was issued I had already played around 80-90 matches as I was playing with a friend over the month span. Just to reiterate I don't care for being banned I would just like to find some answers from either Riot or the community as to how decay actually functions and not a vague response.

For an account's negativity to decay, it takes both a function of time and games played where no toxicity is exhibited to reduce, and effectively reset, the hidden "toxicity level" of an account.

That said, as each account is unique, even with a hypothetical query of perfect behavior I would not be able to calculate how long that reset would take. Nor do other positive games matter if an account continually will have negative games every so often as this account has.

Furthermore, a prior history of positive behavior will also have no standings on this case. Just as a lifetime of not doing crime wouldn't suddenly make committing a crime okay.

I think if people knew exactly how the system worked, they'd be more likely to abuse it.

Riot's official stance on a toxic meter system.

If we had a toxic meter, those toxic people would see that their meter is low and think to themselves "I can afford to be toxic this game" and dodge being punished.

or something along those lines.

Same can go for decays, but I heard that Tribunal 2.0 that will come from the new client might ahve something there.

You decay by playing games without being meaningfully reported, so you didn't decay much (if at all) during your 6-month hiatus.

From a 14-day ban, it presumably takes quite a while to decay to a safe level. Of course, if you don't have your problems worked out fully when you DO start playing again, it's likely you'll hit permanent ban while trying to decay it back down because there's little to no margin for error...

Regardless, Riot doesn't give specifics on it because they want people to reform for the sake of it, rather than because they have a time-frame given to them.

On one hand, I've played games before where you could see your toxicity level. You could see it decay and everything. (I can't remember what it was atm). I remember feeling terror that I'd check it and see somebody had reported me for something, so I always tried to stay well behaved. In this respect, I think it would be a good thing to be able to check your level.

On the other hand, if you can see your own level and see "this many points of decay have passed, you're now down to a 25 game chat restriction" you might think "awesome I can do whatever I want!" So it could be heavily abused.
