If someone called me a fat black nerdy bitch does riot consider it racism? or just toxicity, and at what point do insults become racism?

The "racist" part comes from intent.

If I go to a group and say hey, do you know tom, my black freind? Is it racest, no, because its part of the description.

If I go up to a group and say "That god damn black guy is such a dick" it is because you are including the fact that he is different- in the insult. Would that same insult be effective without the "black guy" comment? Yes, but you threw it in as another item in the list and an equil to being a dick.
