New player base health

Curious if anyone else has experienced this. Low level PvP (any non bot matches) seem to be flooded with banned accounts of high level players. This basically turns all matches into lopsided wins/losses dictated by toxic people who have had their main accounts removed for one reason or another.

Has anyone else experienced this? A side effect of banning accounts sure but if it continues I don't see how new players are to learn the game or even want to continue playing. Played a few DOTA type games and this is by far the worst "first impression" any player could possibly get to the game, and it's purely generated by Riot policy.
