How do we make players that refuse to reform stay away?

A major problem we have in the game right now is the fact that it's free to play and anyone can just keep making infinite accounts.

IP banning isn't an option because we risk possibly banning entire internet cafes or college dorms etc. And VPNs and IP masking exist...

An ID ban is too much effort on Riot's end with too little payout, just look at Tyler1. He kept sneaking League anyways as much as he could, even with Riot banning him when they discovered him.

So we come around to the main topic of this discussion:

How do we keep players that refuse to reform away?

I feel like this is an important issue that Riot has been struggling with since the dawn of League when it comes to toxicity. There will always be that small portion of the population that are stubborn as mules and refuse to follow the rules no matter how many times they are punished.

Let's discuss our options and maybe brainstorm an idea that Riot might take interest in for the betterment of the community!

I don't think we can, honestly. There's not many tools you can use to stop someone truly persistent.

the only way is ban cc info and email account. And email accounts are free too so thats a moot point im making..

so apart from thought and speech policing, you also want to ban other players because they don't subscribe to your values or behave the way you would like? maybe, you should think about what type of society you're promoting via this paradigm?

Increase the cost of more frequently permanent banned champions? I don't think it's a good idea, but with doing away with runes, you now have an easier time to get back into the game.

The level cap increase now offers incentives to stay positive rather than toxic. I think increasing incentives is probably the best bet.

Edit: Have accounts linked to phone numbers.

I honestly think a $20 up-front charge for any new account would make the game much less toxic. Hell, give $30 or more in RP back to these new accounts anyway to make the cost sting less, just force some up-front investment in new accounts!

It'll never happen, and I'm sure Riot has already considered that or similar. But I think it would work.
