Why do these toxic players have zero fear of being reported?

This Lux was toxic all game, and repeatedly told us to go fuck ourselves while calling us shit when we asked her to stop roaming.

This is a player who has been Diamond for 5-6 years. It's not like this is some smurf account of a banned toxic player. They also have season rewards, so they haven't recently been chat restricted or banned.

The fact that they're both confident that the Lux isn't going to be punished for this behavior and 'reporting does nothing' is very telling.

Well i have see that once players got there ranked rewards(not everybody) start to flame.[zombie-nunu-tears]

Either they know exactly how the system works or they don't know anything.

I would be one of those that say "your report won't do anything to me" when they threaten to report me for inting.

What needs to be changed? Better education of the behavioral system. Preferably in the client, not hidden away in some forums or support website that no one checks.

I've associated with some players who have relayed to me of their friendship with some riot staff / riot support members who give them the heads up if they've received too many recent reports and are on the threshold of punishment to calm down for some weeks till it resets.
