Why is refusing to play your autofilled roll not punishable?

As the title states I'm confused as to why there isn't an option to report players that covers refusing to play their roll. I find when someone wants the roll I am playing and won't ask for it I have a few choices, all bad.

  1. I can give them the roll and basically get auto-filled myself even when I was assigned a roll.
  2. I can dodge allowing them to get out of the auto-fill while giving myself a temp ban
  3. I can forcibly go to my lane and try to three man bot lane, duo top etc.
  4. I can afk or troll and get reported myself.

I see no good way to handle people who refuse to play their roll, yet there isn't really a way to punish them for it. The unsportsman like conduct option seems the closest fitting but also the most minor offense whereas I find this to be one of the least fun experiences when playing.

Also as a side problem that I'm not sure there is a solution to, today this happened to me while I was qued solo and my teammates were a 4 man group. I can all but guarantee that I would be the only one to report them for this offense which had a very adverse effect on my game experience. It is my understanding though that with only one report it will likely be ignored. Are the number of players you que with taken into account when reports are looked at or do they just auto ignore any reports that don't have 3-4 reports in the game?

Auto-fill can force people into roles they aren't comfortable with and shouldn't be a thing really. You should be able to queue up for the roles you want to play and just have to sit and wait on the queue timer.

honestly riot needs to get rid of autofill. its counter intuitive of its intended purpose, more people are just dodging anyway if they get autofilled, and when they dont dodge. they troll. AT LEAST make it so you can opt out

It's a role not a roll. Usually I just take support if the support asks to trade.

It is technically punishable, but its not likely to ever be punished. Its not something the automated system can detect, and someone would have to be doing it very often for a possible manual review. Since its unlikely someone would actually be autofilled often enough for that to happen, it essentially goes unpunished.

Because as long as you don't call someone names, you're free to do whatever the fuck you want in game (short of obviously inting or AFKing).

people are punished for role stealing. Repetitively doing so will net them a 14-day ban.

Please report them under "unsportsmanlike conduct".

In the case of the Instant Feedback System (IFS), 1 report is enough to flag the system to check for toxicity. Multiple reports return the same results (was this game toxic? Answer can only be 'yes' or 'no') and don't get people punished faster.

Punishment is dished out based on consistent behavior (number of games they get validly reported in), not just based on report frequency alone.
