Spend a year away...3 games back already encounter a hard troll?

His account lvl 35, has about 10 games played. Never said a word in champ select or game. Bans our mid pick, sets himself to auto-follow top, takes all the cs from top. Was still in the game picking up gear and voting no to ff. This was ranked. Is there anything that can be done other than report? This is clearly a troll account, I didn't even think auto-follow existed in league anymore and the automatic no vote has me wonder if there is some sort of clicker set up.

Edit: in the time it took me to write this he is already level 38.
