I've been playing league for about 3 seasons now and have watched my buddies go at it in in-game chat. I've noted the consistent behavior that leads to bans and suspensions and am somewhat aware of the threshold of toxicity require for it to happen. My brothers for example are barbaric chimps and go crazy at the keyboard, getting muted in game and proceeding to play the next one. My problem is, the one time that I retaliate, in a relatively mild toxic manner, I get a 14 day suspension and it's only evident in the chat log of one game! Does the Iron and Bronze elo have a significant tolerance for behavior therefore allowing my brothers to play (at this very moment) right beside me and tilt? This is an issue. I called a Wukong a braindead monkey for splitting when the enemy team was sieging mid and it was at the very last second of the game. My brother is wishing his teammates aids and threatening to f*** their moms and he is still able to play.

That only happens in extreme circumstances, such as racism or threats. What does it say when you log into League?

Wrong place to come and expect sympathy my guy. Riot's people regularly patrol these boards. They make sure things that agree with their policies are upvoted and supported, while things that don't agree with their policies are downvoted and flamed. Duck for cover.
